2019年10月18日–19日,“首届国际全科医学与健康促进大会暨第四届泊爱心身医学(国际)高峰论坛”在北京盛大启幕。美国、中国大陆与中国台湾地区约有800余名顶级医疗科研机构和院校的医疗工作者参加。海南大学“一带一路”研究院名誉院长冯达旋教授担任大会主席并在开幕式发表主旨演讲。
冯达旋教授表示人民的健康水平是一个国家的脉搏。他对中国医疗水平的进步和国家对人民健康的高度重视感到欣喜。冯达旋教授认为中美关系的冲突表面是经济等因素导致的,实际上是中西方文明冲突的显示,而在人类共同关注的医疗领域加强交流,有利于缓解中美双方的紧张关系。冯达旋教授对于本次会议寄予深切厚望,并期待会议的下一次召开。

Good morning, Distinguished Participants, Ladies and Gentleman. My name is Da Hsuan Feng.
As one of organizers of this conference of profound importance, on PRIMARY CARE MEDICINE AND HEALTH PROMOTION, I felt deeply honored to be given a minute or two to say a few words to warmly welcome all of you.
There is an old American saying, and that is “FISH OUT OF WATER.” Well, I have to confess I felt very much like the fish here, and you all are the water. Nearly all of you are MEDICAL DOCTORS. Unfortunately, as a theoretical physicist, the only degree I could achieve in my schooling days was a Ph.D., or Doctor of Philosophy. This unfortunately means that I am neither a REAL doctor, nor a philosopher.
My friends, there is absolutely no dispute that the health quality of its people is one of the fundamental pulses of a nation. For several hundreds of years, with the poor health conditions of its people, China was given a disparaging name known as “the sick man of East Asia (东亚病夫)”.
Therefore, seeing that the Chinese government lists the maintenance of the health of its people is one of its highest policies, and having this conference held here today, gives me a profound sense of satisfaction.
There is another reason why I am heartened by having this conference held here in China, especially NOW. As we know, at this conference, we saw some of the truly, if not the most outstanding leading physicians from the United States. Two nights ago, while we were stuffing ourselves crazy with the famous Peking Duck, I had a wonderful conversation with all these physicians from the United States to wash down the duck stuck in my throat.
I am quite sure that all of them shared a common sentiment about today’s conference. Allow me to state that as succinctly as I possibly can here.
In the past two years, the relationship between United States and China has palpably deteriorated. Superficially, the driving forces of such deteriorations appear as geo-economical and/or geopolitical reasons. Yet, deep down, I believe, it is probably a manifestation of the clash of Eastern and Western civilizations.
So, how do we get out of this dilemma. In my humble opinion, we get out of it by promoting activities that is nether geopolitical, not geo-economics. In fact, if you would allow me, and NO PUN IS INTENDED here, that promoting healthcare, especially primary healthcare, which I am sure no one can possibly disagree with, is PRECISELY WHAT THE DOCTOR ORDERED!
There were many people here and not here who had carried the water for this conference. But two stood out. They are Dr. Jack Ende and Dr. David Shao who were the yeomen of this effort. I think even they did not realize the enormous and profound responsibility they have carried on their shoulders in this endeavor.
Ladies and gentlemen, it is for the above reasons that I am profoundly excited to see the initiation of this conference, and it is my earnest hope that for the 2nd conference, we can hold it in the United States in the next year, and from now on, in alternative years between China and the United States.
