刘国伟，男，中共党员，天津大学与UIUC联合培养博士，海南大学国际商学院管理科学与工程系副教授，硕士研究生导师。在OMEGA、IJPE、IJPR、AOR、系统工程学报等国内外权威学术期刊上发表论文15篇。主持国家自然科学基金青年项目1项，参与国家自然科学基金面上项目多项。
